this implementation doesn't make sense to me. If gas has gone up $1 to $2 dollars per gallon, assuming 20 MPG , then a 20 mile trip cost the driver $1 to $2 more .
the right way to have done this was a per mile surcharge (20 miles / cost per gallon) that varies with region (eg california is at $5 whereas Virginia is at $3.50
