Technically I believe they're sociopaths, not psychopaths, at least most of them, including Trudeau. A psychopath lacks emotion and consequently has no such connection (I.e. empathy) to other people, whereas a sociopath can get enraged. Reports have indicated that Trudeau was furious about things when he didn't get his way, like a petulant child, and he's vindictive, that (but not that alone) would land him in the sociopath category. Do some genuine research on sociopaths and you'll understand much of the political class much better. They see other people as things to be used to get more power and money.

How it cost $20 million taxpayer dollars to develop is actually quite clear. Part of the Liberals' Standard Oprerating Procedure is to funnel taxpayer money to their friends through government programs that they impose. This is a time-honored tradition with the Liberals and has reached a record setting pace with Trudeau. They've spent billions with their Infrastructure Bank and can't account for any of it, yet the legacy media isn't interested in the least. No doubt some of that money went to the corporate controllers of the legacy media while large amounts are likely funding the human expressway into Roxham Road and other such places. Look around the world at all of the well funded progressive organizations and ask yourself where they get their funding from. Is it Soros? Probably some of it, but it's also worth noting that the more Soros gives to these NGO's the richer he gets; funny how that kind of 'charity' works. At the same time Trudeau and Freeland, and don't forget Freeland works for Soros and even wrote a book for him (or is it Schwab, I sometimes get these Bond villans mixed up because they're both so evil) and happens to be Canada's Finance Minister.
